President Volodymyr Zelenskyi has approved the composition of the delegation that will participate today, July 23, in the negotiation process with Ukraine’s international partners as well as with representatives of Russia in Istanbul, Turkey. This was reported by G.Business, citing the corresponding presidential decree. The delegation will be headed by Rustem Umerov, Secretary of the National Security and Defense Council (NSDC).

The negotiation group also includes:

  • Oleksandr Oleksandrovych Bevz – Adviser to the Head of the President’s Office;
  • Oleksandr Ivanovych Dyakov – Deputy Chief of Staff of the Naval Command of the Armed Forces of Ukraine (AFU);
  • Serhii Olehhovych Kyslytsia – First Deputy Minister of Foreign Affairs of Ukraine;
  • Yurii Mykhailovych Kovbasa – Representative of the Verkhovna Rada Commissioner for Human Rights in the security and defense sector;
  • Heorhii Yuriiovych Kuzmychov – Protocol Officer of the Service Activities Support Unit of the Commander-in-Chief of the Armed Forces of Ukraine;
  • Oleh Vasylovych Luhovskyi – First Deputy Head of the Foreign Intelligence Service (FIS);
  • Yevhenii Viktorovych Ostrianskyi – Deputy Chief of the General Staff of the AFU;
  • Oleksandr Valentynovych Poklad – Deputy Head of the Security Service of Ukraine (SBU);
  • Vadym Vasylovych Skibitskyi – Deputy Head of the Main Intelligence Directorate of the Ministry of Defense;
  • Andrii Anatoliiovych Fomin – Head of the International Law Department and Deputy Head of the Directorate of International and Operational Law of the Central Legal Department of the General Staff;
  • Oleksii Mykolaiovych Shevchenko – Deputy Chief of the General Staff of the AFU;
  • Oleksandr Ihorovych Sherikhov – Senior Officer of the Main Operational Directorate of the General Staff of the AFU;
  • Yevhenii Mykhailovych Shynkariov – Deputy Chief of Staff of the Air Force Command of the AFU.

Ukraine–Russia negotiations

After Donald Trump assumed the U.S. presidency for a second time, the United States has intensified its involvement in seeking a diplomatic resolution to the full-scale war in Ukraine. Washington held a series of separate meetings with representatives of Kyiv and Moscow, during which the issue of an unconditional ceasefire was raised — a proposal the Kremlin immediately rejected.

Despite this, Russia and Ukraine have continued their direct dialogue. So far, two rounds of negotiations have been held. On May 16, both sides agreed to a large-scale prisoner exchange in a "1000-for-1000" format, which ultimately took place over three stages from May 23 to May 25.
