Ukrainian President Volodymyr Zelensky has submitted Draft Law No. 0332 to the Verkhovna Rada, proposing the ratification of a 100-year partnership agreement between Ukraine and the United Kingdom.

According to G.Business , which cites the official website of the Ukrainian Parliament, the agreement was signed in January 2025 by President Zelensky and British Prime Minister Keir Starmer. It is designed to establish long-term cooperation between the two countries across a wide range of areas, including defense, trade, science, education, culture, and technology.

At the time of the signing, Zelensky stated that the day marked a historic moment, and emphasized that relations between Ukraine and the UK had reached a new strategic level.

The agreement focuses on enhancing military cooperation, particularly in maritime security, with plans to develop a framework for joint action in the Baltic, Black, and Azov Seas to counter Russian aggression. It also outlines cooperation in scientific and technological fields such as healthcare, agrotechnology, space, and drone development, along with educational initiatives aimed at deepening bilateral ties.

Another major aspect of the agreement is the introduction of a UK-led monitoring system to track illegally exported grain from temporarily occupied Ukrainian territories. Britain is also reaffirmed as a strategic partner in Ukraine’s energy transition, including cooperation in critical raw materials and green steel production.

The agreement underlines the importance of Ukraine's path toward NATO membership, describing it as the most reliable guarantee of national security. The UK explicitly supports Ukraine’s irreversible course toward joining the alliance and highlights the need for operational interoperability and Ukraine’s role in Euro-Atlantic security.

The agreement also sets forth commitments in various domains: strengthening defense, maritime partnerships, economic and trade cooperation, energy transition, climate policy, justice and accountability, information security, science and innovation leadership, cultural exchange, and managed migration.

In terms of migration, the agreement notes that where conditions allow, the parties will facilitate safer and more efficient mobility, including regular dialogue and information sharing about migration outcomes and intentions.

The treaty will enter into force after both parties complete their internal ratification procedures. It will remain in effect for 100 years unless one party terminates it. Disputes arising from the interpretation or implementation of the agreement will be resolved solely through bilateral consultations and cannot be referred to any court or third-party body.

The UK is already one of Ukraine’s key defense partners. In January 2024, the countries signed a 10-year bilateral security agreement, which includes provisions for military, financial, and diplomatic support in the event of further Russian aggression. The new century-long agreement builds on that foundation and establishes more ambitious, long-term goals for joint development and cooperation.

The Ukrainian Presidential Office described the 100-year agreement as unprecedented and the result of intensive negotiations throughout 2024.
