Ukraine has started talks with its international partners on creating a new format for protecting its skies from Russian attacks. However, this plan cannot be implemented without the involvement of the United States. President Volodymyr Zelensky announced this during a press conference following the meeting of the “coalition of the resolute.” His comments drew attention as they signalled a potential shift in Ukraine’s defence cooperation framework. At the same time, he made clear that without Washington’s consent and support, the proposal will remain incomplete.
According to G.business, Zelensky stated:
“Regarding air defence, we are considering one format. Yesterday, for the first time, we spoke with Emmanuel (French President Emmanuel Macron) about such a format. Today we shared it with partners and with President Trump (US President Donald Trump). If we receive a positive signal from the United States, since technically much in this new format of air defence depends on them.”
The president added that if a positive response is received from the United States, then the details of this new air defence format could be revealed publicly. For now, Kyiv is keeping the exact technical and organisational aspects undisclosed. Zelensky’s remarks highlighted the central role of Washington in ensuring Ukraine’s security. He underlined that the decision is not only political but also technical, since many components of the system depend on American capabilities.
Regular Russian strikes
Zelensky also reminded journalists that large-scale Russian strikes on Ukraine have become a regular occurrence. On the night of 28 August, Russian forces launched almost 600 drones and dozens of missiles against Ukrainian territory. This massive wave of attacks demonstrated Moscow’s continued strategy of overwhelming Ukraine’s air defence with sheer numbers. The intensity of the strikes was one of the highest recorded since the start of the full-scale invasion.
As a result of one of these strikes, a residential high-rise in Kyiv was partially destroyed. More than 20 people were killed, and many others were injured. Emergency services worked through the night to rescue survivors and clear the rubble. The attack caused widespread shock and renewed calls for stronger international assistance. Ukrainian officials stressed that without upgraded air defence systems, such tragedies will continue.
The United States also confirmed that Russia has intensified its attacks on peaceful Ukrainian cities. US Treasury Secretary Scott Bessent noted that these strikes are being carried out “in a disgusting manner.” His statement reflected Washington’s growing concern over Russia’s targeting of civilian infrastructure. The recognition from American officials further underscores the urgency of strengthening Ukraine’s defence capabilities.
