Hungarian Prime Minister Viktor Orbán has once again threatened the European Union, stating that he would vote against the proposed EU budget for 2028–2034, which includes €100 billion in support for Ukraine. Reported by G.Business , citing a Facebook statement by Hungarian Prime Minister Viktor Orbán

In a Facebook post, Orbán claimed the new financial plan “channels Hungarian money into Ukraine” and would “ruin Hungarian farmers.” He further warned that the budget “would make Hungary vulnerable to blackmail.”

“I will never agree to a budget where we, Hungarians, only receive our rightful funding if we submit to Brussels’ policies on war, migration, and gender,” Orbán declared.

He insisted that Brussels must understand Hungary's stance: “The answer is never.”

No Veto Power This Time

However, there is a significant procedural detail that neutralizes Orbán's threats: the EU budget is passed not by unanimity, but by qualified majority vote. That means Orbán cannot block the budget even if he votes against it.

Budget Proposal Summary

The European Commission unveiled the draft for the 2028–2034 EU budget on July 16, totaling €1.98 trillion—a substantial increase from the current seven-year framework of €1.2 trillion. The proposal allocates €100 billion specifically to support Ukraine through reconstruction, defense logistics, and EU integration processes.

The announcement triggered strong criticism in Hungary. Initially, Orbán personally denounced the plan, followed by a statement from the Hungarian Ministry of Foreign Affairs.
